How to report an animal-welfare concern
Call barangay officials and/or police at 911. A web report does not dispatch emergency responders.
Gather evidence
The animal’s condition may be the most compelling evidence. Photos, videos, original files, witness accounts, and veterinary findings strengthen the report.
Prepare the documents
Organize affidavits, IDs, official incident records, media evidence, and veterinary documentation around a clear chronology.
Coordinate with AKF
Remain available while AKF and the proper agencies assess urgency, jurisdiction, rescue options, and legal action.
Follow through
Effective protection depends on citizens who are prepared to tell the truth and remain engaged through investigation and resolution.
The required document set
AKF identifies the witness affidavit as the priority. Without an affidavit, charges cannot be filed.
What the affidavit must establish
Complete names of the people involved and the witness’s basis for identification.
Date, approximate time, exact location, and relevant sequence.
A detailed, chronological description based on direct observation.
Separate personal observation from what another person told you. Do not exaggerate. The witness may be questioned under oath.
What AKF support can involve
AKF’s public work spans investigation, rescue, rehabilitation, rehoming, public education, animal-welfare advocacy, and coordination with government agencies. The appropriate response depends on urgency, jurisdiction, evidence, available partners, and the animal’s condition.

Animal Welfare Act of 1998
The law promotes animal welfare and regulates facilities used to breed, keep, treat, trade, or train animals. Section 6 makes acts such as torture, maltreatment, and failure to provide adequate care, sustenance, or shelter unlawful. It also addresses animal fighting, unauthorized research, cruel transport, and humane procedures.
Animal Welfare Act Amendment of 2013
The amendment expressly includes animals’ physical and psychological well-being, makes abandonment unlawful, strengthens enforcement, and creates graduated penalties based on harm. It also provides aggravated penalties when the offender is a syndicate, profits from cruelty, is a public officer or employee, or the offense involves at least three animals.
